Rule 61
Purchasing arrangements

(1) Purchases shall not be made or made without the written order and budget approval of the authorized officer.
(2) After receiving the written order of the authorized officer according to sub-rule (1), the procurement shall be carried out in accordance with the procurement method provided in this regulation.
(3) Notwithstanding anything written in sub-rule (1), procurement proceedings can be started even if there is no provision of budget in the following cases:-
(a) To arrange the procedural matters to procure or procure according to the approved plan and work schedule of the project,
(b) In the case of the purchase to be made according to the multi-year agreement, after the necessary budget arrangement for the first year, to take action on the purchase,
(c) Issuing sealed quotations or bids, submitting applications for pre-qualification, publishing notices to prepare a list of consultants, requesting proposals from consultants or builders, suppliers, consultants or service providers in accordance with this rule. To provide sealed tender form, tender or pre-qualification document or offer document to the provider.
(4) Procurement of construction work should be started only after the construction site is available.
